The Government Tenders Department (GTD, Procuring Entity) invites Jordanian and International Construction Contractors eligible to the Agence Française de Développement ("AFD") financing, that satisfy the prequalification criteria set below in this invitation and in the Prequalification Documents, to submit their applications for the Sanitation Project in the Municipalities of Ramtha and Sahel Horan ("the Project").
Prequalification is open to local and foreign contractors as follows:
A. Jordanian Contractors classified by (GTD) and hold a valid first Grade classification certificate in the field of Water and Sewerage, specializing in Water and Sewerage single or in the form of (JV)
B. International Contractors;
C. Jordanian Contractors and International Contractors in the form of Joint Venture (JV).
-Any Jordanian Contractor in the JV must meet the requirements as listed in (A) above. The JV shall be limited to (2) members.

1. Project Description
The Water Authority of Jordan (WAJ) has received funds from Agence Française de Développement ("AFD") and the European Union toward the cost of the Sanitation Project in the Municipalities of Ramtha and Sahel Horan and it intends tò apply part of the funds to payments under the contracts C l, C2 and C3 related to the Construction of Wastewater Networks and Pumping Stations, for the above mentioned project.
Prequalification will be conducted through the prequalification procedures according to the AFD Procurement Guidelines. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD's website: http://www.afd.fr This prequalification is open to international applicants and local Jordanian applicants as per above mentioned Procurement Guidelines, in accordance with Jordan Government Procurement By-Law No. 8 — Year 2022 and its Instructions to which applicants should refer.
2. Scope of Work
The Employer intends to prequalify firms for the construction of a total of 155 km of gravity networks, 12 km of force mains, 5,235 household connections and 3 pumping stations with connection to SCADA. This total breaks down into three lots as follows:

3. Interested applicant can free download the Prequalification documents from the GTD's website (www.gtd.gov._io) or Jordan Online E-Procurement System JONEPS (www._ioneps.gov..io), starting from July 23rd, 2024.
4. Applicants must register on the Jordan online E-procurement system (JONEPS) www._ioneps.gov.jo). If you encounter any technical problem, please call the numbers 0788844565 and 0788844560 to register on the system from July 23 rd 2024.
5. Clarifications related to the Prequalification Documents shall be sent to GTD at the below address in writing via fax or email or by Jordan online E-procurement system (JONEPS), no later than July 30th, 2024. Interested Applicants are requested to follow up the issuance of such addenda to the Prequalification Documents or responses to clarifications through GTD website mentioned below or through the Jordan online E-procurement system (JONEPS). No questions will be responded if submitted after that date.

7. GTD/The Specialized Central Procurement Committee reserves the right to cancel the tender without stating the reasons and without thereby incurring any liability to bidders.
8. Applicants have the option of either submitting their Applications electronically or as a hard copy. The application submission must be made in accordance to the rules and procedures below.
• Electronic Submission:
(On JONEPS) Upload the prequalification proposal in the slot specified for technical proposals, no later than 12:00 P.M. (Amman local time) on August 14th 2024. Prequalification Proposals will be opened on the Jordan online eprocurement system (JONEPS) at 1 P.M. (Amman local time) on the same day of the submission date.
The electronic copy shall be submitted and uploaded on JONEPS:

The electronic application shall follow the following rules:
1. One Stamped and Signed non-editable PDF document/file. The document shall be perfectly organized with clear page numbering and titles of each section of the application. The application must include a cover page that should bear:
a) The name and address of the Applicant.
b) The address of the Employer, in accordance with the Section Il-Prequalification Data Sheet (PDS) ITA 1.1 of the Prequalification Documents, and
c) The specific identification of this prequalification process indicated in the PDS ITA 1.1.
2. The same application in editable documents/files using MS Word or excel files, all perfectly organized, with clear page numbering and titles of each section of the application.
3. Uploading more than one file is possible.
In case of differences between the PDF format and the other document format, the PDF document shall take precedence in the evaluation process.
• Hard Copy submission:
Hard copies of prequalification proposals must be submitted to the aforementioned address before 12:00 P.M. (local time in Amman) on August 14th 2024, or any subsequent updates, along with the submission on Jordan online eprocurement system (JONEPS). Prequalification Applications will be publicly opened at I •.00 P.M. (Amman local time) on the same day of the submission date. Applicants
can follow up the opening session directly transmitted live (audio and video) at GTD official website shown above. Late application will be rejected and returned unopened.
The hard copy should be submitted:
- In sealed envelopes, in accordance with ITA 15 and ITA 16.1 delivered to GTD's address above, and be clearly marked "Application to Prequalify for the Sanitation Project in the Municipalities of Ramtha and Sahel Horan Construction of Wastewater Networks and Pumping Stations in Ramtha, Shajarah and Torrah - Contracts C l, C2 and C3 with a soft copy on a CD which contains editable documents/files using MS Word or excel files, all perfectly organized, with clear page numbering and titles of each section of the application.
- In case of differences between the editable documents on the CD and the hard copy, the hard copy shall take precedent in the evaluation process.
9. GTD will not be responsible for lost and/or undelivered documents sent by mail, FedEx or similar means.
10. GTD will prequalify applicants for each of the three Lots (C 1, C2 and C3). A prequalified applicant will be authorized to apply for any of the three Lots (C I , C2, C3) for which he will have been prequalified.
