Advanced degree (Master’s degree or equivalent) in law public administration, management, environment or related relevant field or in its absence, equivalent professional experience of 10 years in the domain.

Strong communication and teamwork skills in multicultural settings.

+General experience
At least 10 years’ in capacity building and project management in justice and rule of law within the framework of development projects.

+Specific experience
Specific experience in judicial reform in fragile or transitional states;
Collaboration with and capacity building for judicial entities (e.g., Ministries of Justice, High Courts, Judicial Training Centres, Bar Associations, Law Faculties, etc.);
Specific experience in training design and delivery including Training of Trainers;
Specific experience in environmental law and climate justice, ideally in Southeast Asia would be an asset;
Specific work experience in Southeast Asia would be an advantage;
Experience with gender-sensitive programs.

+Language requirements

Excellent command of English (Speaking, writing, reading and listening);
French shall be considered as an asset.

The Judicial Services, Training and Institutions Capacity Enhancement (JuSTICE) Project, supported by the Ministry of Justice (MoJ) of Lao PDR, is seeking an International Technical Assistant for their "Climate and Environmental Justice" (CEJ) component. The assistant will be responsible for providing technical support for the implementation of the project and supporting capacity building activities. The engagement will be for up to 150 working days before June 2026, with on-site work in Laos and some remote work. The role involves approximately 5 missions per year in Laos.
The Judicial Services, Training and Institutions Capacity Enhancement (JuSTICE) Project under a Grant from Agence Française de Développement (AFD) is currently recruiting an International Technical Assistant for the implementation of the Project’s component “Climate and Environmental Justice” (CEJ). The JuSTICE Project, which is being managed and executed by the Ministry of Justice (MoJ) of Lao PDR, aims to support the country’s commitments in favor of environmental protection and the fight against climate change, in close collaboration with the Ministry of Natural Resources and Environment (MoNRE). The CEJ component of the Project seeks to enhance the capacities of key justice and environmental protection actors by bolstering their knowledge on environmental law and enforcement of environmental rights at both the national and local level, with the ultimate goal of ensuring access to justice in environmental and climate matters for all individuals.

The duties and responsibilities of the International Technical Assistant will include providing technical support for the implementation of the CEJ component, in coordination with the Project’s team. This will involve support in planning CEJ-related activities, capacity building for the project team and institutional partners, reporting and monitoring of CEJ activities, and offering technical expertise on international/regional CEJ knowledge and expertise. Additionally, the assistant will support in the preparation of reports for the governance bodies of the CEJ component and communication to the various stakeholders.

The terms of engagement for this role stipulate that the technical assistance will be provided by an individual consultant for up to 150 working days before June 2026, mainly onsite in Laos with some remote work. The engagement may involve approximately 5 missions per year in Laos. This opportunity offers a unique chance to contribute to environmental protection and climate change initiatives in Lao PDR
