Eligibility of Bidders:   a) Education:

(i) Minimum of a degree in Civil Engineering or equivalent qualification;
(ii) Possession of Master’s Degree in Public Transportation Engineering is an added advantage;
(iii) A registration as an Engineer by a professional registration body will be considered an advantage. (For non-citizens, candidates will need to apply for registration once appointed).
b) Professional experience

(i) She/he must have a minimum of ten (10) years’ experience related to design, construction and supervision of urban transport infrastructure system (other than road projects);
(ii) Experience in BRT / LRT / urban Mass transit Projects is an added advantage;
(iii) She/he must have served as Project Manager/Deputy Project Manager/Resident Engineer in at least one (1) project in design, construction or supervision services of urban transport infrastructure system (other than road projects) in the last ten (10) years (Project CapEx > EUR 50M);
(iv) Knowledge and experience in FIDIC or Multilateral Banks Conditions of Contracts will be an advantage;
(v) The candidate must have demonstrated ability to lead teams composed of international and national consultants and create a strong working relationship with the Client

c) Language and regional experience requirements

(i) She/he must have a working experience in developing countries; particularly working experience in Africa at international financed
(ii) The candidate shall have a full working proficiency of both written and spoken English and good computer skills.

REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTANCY SERVICES)

DAR ES SALAAM BRT PHASE 5 PROJECT – CTZ 1075

CONSULTANCY SERVICES FOR TANROADS’ CAPACITY STRENGTHENING – ENGAGEMENT OF DEPUTY PROJECT MANAGER THROUGH SUPPORT OF DAR ES SALAAM BRT PHASE 5 PROJECT, TENDER NO. AE/001/2024-25/HQ/C/61

1. The Government of the United Republic of Tanzania has received financing from Agence Française de Développement ("AFD"), towards the cost of Dar es Salaam BRT Phase 5 Project and intends to use part of the funds thereof for payments under the Contract for Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of Deputy Project Manager through Support of Dar Es Salaam BRT Phase 5 Project, Tender No. AE/001/2024-25/HQ/C/61.

2. The Consulting Services (“the Services”) shall include supervising and providing support to TANROADS in implementation of the Project particularly reviewing designs, specifications and Bills of Quantities as submitted by Consultants and monitoring adherence to specifications during construction of the Dar es Salaam BRT Infrastructure - Phase 5. The timeframe for the execution of this assignment is 36 months.


3. The detailed Terms of Reference (ToR) for the assignment are available on the following website www.tanroads.go.tz.

4. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference.

5. This Request for Expressions of Interest is open to: Individual Consultants.

6. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated and duly signed CV and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

a) Education:

7. Eligibility criteria to AFD financing are specified in Sub-Clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.

8. The Consultant will be selected in accordance with the AFD Procurement Guideline on “Procurement of consulting service’’ and the Tanzania Public Procurement Act No. 07 of 2011 and Public Procurement Regulations GN No. 446 of 2013 (amended 2016) on “procedures for Selection and Employment of Consultants.

9.
