1. The Republic of Serbia (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) toward the cost of the Serbia railway sector modernization (SRSM) project, and intends to apply part of the proceeds toward payments under the Contracts for Replacement of light signals on railway level crossings. This contract will be jointly financed by the Agency Francaise de Development (AFD). Bidding process will be governed by the World Bank’s Procurement Regulations. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of construction, transport and infrastructure (MCTI) now invites sealed Bids from eligible Bidders for:
- Lot 1: Design, Supply& Installation of Replacement of light signals on railway level crossings, SER-SRSM-RFB-PLANT-24-70-1/1
- Lot 2: Design, Supply& Installation of Replacement of light signals on railway level crossings, SER-SRSM-RFB-PLANT-24-70-1/2
Scope of work includes signaling and safety works, installation of horizontal and vertical traffic signalization, with minor supporting civil works and all other eventual works necessary for successful completion of services. Total number of RLCs in scope is 98 RLCs for Lot 1 and 116 RLCs for Lot 2. Locations of RLCs are scattered throughout the territory of the Republic of Serbia. Detail locations are provided in the bidding document.
The construction period is:
- Lot 1: 12 months
- Lot 2: 12 months
No margin of preference is applicable.
3. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from the Central Fiduciary Unit of the Ministry of Finance and inspect the bidding documents from 09:00 to 15:00 hours at the address given below.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 50.00 or equivalent in Serbian Dinars (RSD) based on the selling exchange rate published by the National Bank of Serbia on the date of payment.

7. Bids must be delivered to the address below on or before October 7, 2024, 12:00 noon, local time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on October 7, 2024, 12:15 p.m. local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a Bid-Securing Declaration in the form and in compliance with the conditions indicated in the bidding document.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
