CONSULTING SERVICES
Expression of Interest
The Government of Kenya has received a financing from the French Development Agency (AFD), and intends to use part of the funds thereof for payments under the following project Supervision Consulting Services for National System Control Center Project.
The Services of the consultant shall consist of:

• Preparation and submission to KETRACO of a detailed project implementation schedule taking into account EPC contract schedule;
• Review and approval of technical documents during execution of the Engineering, Procure and Construct contract;
• Supervision of construction works during design installation and commissioning and certification of contractor’s payments;
• Preparation of monthly and quarterly progress reports;
• Preparation of various reports on project progress as required by Financier and other legal entities ;
• Holding regular planning and progress meetings to monitor production of design information, progress, delays and issue minutes of meetings to the Client.
• Inspecting and witnesing acceptance testing during manufacture of equipment supplied for incorporation in the Works
• Inspecting and witnesing acceptance testing during installation and Commissioning of the Works
• Perform project tracking
• Preparation of Project Completion Report and;
• Follow-up any issues during the defect liability period.
The duration of the assignment is expected to be three (3) years during which the Consulting Utility firm is expected to provide the services for a combined period of approximately 180 Man- months.

The Kenya Electricity Transmission Company (KETRACO) hereby invites consultants to show their interest in delivering the Services described above.
Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website www.afd.fr.
Interested consultants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.
Determination of the similarity of the experiences will be based on:
 The contracts size – Supervision of at least two (2 No.) national system control center projects within the last 10 years;
 The nature of the Services – At least 15 years of existence and having been involved in supervision work of a National system control center
 The technical area and expertise - At least 5 years’ experience on the implementation of a country’s National system control center with an expansive network of transmission lines and substations of at least 4,000km of line and 50 transmission substations in total;
 The location – At least 5 years involvement in similar projects outside the country of origin of the company and in the Client’s language;
 Experience in Sub-Saharan Africa
The Client will also take into account for the evaluation of the firm’s qualification in having following items:
 Technical Experts in the following disciplines, SCADA/EMS, System Control and Dispatch, Substation protection, Telecommunications, Civil Engineering and Asset Management;
 Skills and availability of in-house technical back-up experts ;
 Local representatives/ partners in the Clients Country;
 Quality assurance procedures and certifications of the consultant – specify the type or the label of the certification: for example, ISO 9001 or environmental and social certification
Among the submitted applications, KETRACO will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the Services shall be sent.
