CONSULTING SERVICES (Firm Selection)
Request for Expressions of Interest

The Government of Liberia through the Ministry of Public Works has received a financing from Agence Française de Développement ("AFD") and intends to use part of the funds thereof for payments under the following project Monrovia Integrated Development Project for the Consulting Services for the Conduct of Financial, Procurement & Internal Control Audit.

The MIDP is designed to a) provide access to basic services, soft mobility infrastructures and quality public spaces adapted and resilient to the effects of climate change and b) improve the capacities of local actors to manage infrastructures and equipment in a sustainable way and to anticipate risks linked to climate change, in the neighborhoods of Lakpazee (Monrovia), Woodcamp (Paynesville) and Shoe Factory (Gardnersville Township) in the Greater Monrovia to be implemented over a period of 5 years, ending July 2027. The MIDP has three components:
1.Construction and Rehabilitation of Public facilities,
2.Capacity Building for Equipment Management and Risk Anticipation,
3.Project management,
The total cost of the MIDP is EUR 10 M, covered by an AFD Grant of EUR 10 M, and is being implemented by the Project Management Unit house under the Ministry of Public Works.

The objectives of this Audit are to enable the auditor to express a professional opinion on the financial statements of the Project, the funds allocated to the Project, the internal control system setup and on Ccontracts awarded. The selected firm will be expected to conduct the audit annually throughout the Project implementation period

The Ministry hereby invites firms to show their interest in delivering the Services described above and is open to all eligible Auditing Firms
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFDFinanced Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub-consultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
a copy of the JV Agreement entered into by all members,
or
a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Sub-consultants. Experiences and qualifications of Sub-consultants will not be taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
The contracts size;
The nature of the Services
The technical area and expertise (Financial, Procurement and Internal Control Audits)
Experience in the Region (West Africa)
The Client will also take into account for the evaluation of the applications the following items:
At least 8 years experience in financial audits of development aid projects funded by national and/or international institutions and/or donors;

Among the submitted applications, Ministry of Public Works will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.

Expressions of Interest along with the AFD Statement of Integrity must be shared through hard copy be received on or before October 11, 2024, at 15:00 hours (Monrovia Time) –marked “MIDP - Consulting Services for Financial, Procurement & Internal Control Audit”; and addressed to:
