The Ministry of Higher Education (MEHE) received a financing from Agence Française de Dé- veloppement ("AFD"), and intends to use part of the funds thereof for payments for the project of construction of the new building for the Ibn Sina College in Nablus.
-The estimated amount of construction works is 9M€ (VAT excluded). The project consists of the construction of a new building for teachings of vocation and technical education in health profes- sions (nursing and midwifery) for approximately 800 students as part of the Nablus University for Vocational and Technical Education (NU-VTE). The project will include high environmental ambitions in terms of energy efficiency, and the achievement of a certifica- tion by the Palestinian Higher Green Building Council (PHGBC). The applicant will therefore have to present solid references and expertise in terms of energy efficiency for buildings.
-The Services of the consultant shall consist of the architectural and technical design of the new building for the Ibn Sina College in Nablus, and the supervision of the construction works.

-The CTD hereby invites Applicants to show their interest in delivering the Services described above.
-This Request for Expressions of Interest (REOI) is open to: Consulting firms

-Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement
Guidelines for AFD‑Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
-The Expressions of Interest must be written in English.
-Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. If the Applicant is not qualified, it will not be eligible for the shortlist and therefore its experience will not be considered. The criteria for the references for determining the qualification and experience of the candidates are detailed in the Request for Ex- pressions of Interest documents (REOI).

*Due to the security risk in the areas where the Services are to be performed, the evaluation of Expressions of Interest will verify that the applications meet the following criteria:
The Applicant has at least one experience providing services in an area with a similar security risk, for which it shall provide proof of implementation of security measures (invoice or contract with a security service provider, proof of security awareness training before departure on-site, etc.).
 The Applicant has set up internal security management procedures: it shall provide a description of its monitoring system and crisis management system.
 For services provided abroad, the Applicant has entered into an assistance and repatriation contract for its employees: it shall provide the certificate evidencing such contract.
 The Applicant shall describe its standard preparation process for departure on assignment in sensitive areas, and shall attach documents proving its implementation (service orders with related instructions, certificates of awareness-raising or training actions, etc.).
An application that does not meet any of these requirements will be rejected.

-The Applicant, either in its own name or as a member of a Joint Venture (JV), must present at least the 4 following competencies in order to be eligible to the shortlist: Architecture, in relation to the design of buildings; Structural/civil engineering; Mechanical, electrical and plumbing (MEP); Design of energy efficient buildings.
-The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub-consultant may participate in several applications.
*If the Applicant is a JV, the expression of interest shall include:
 a copy of the JV Agreement entered into by all members,
or
 a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
-In the absence of this document, the other members will be considered as Sub-consultants.
-Experiences and qualifications of Sub-consultants are not taken into account in the evaluation of the applications.

-The MEHE will prepare a short list of maximum six Applicants to be pre-selected based on the expressions of interest received to whom it will send a Request for Proposals to perform the services.

-Interested eligible Consultants may obtain the REOI documents from DGmarket platform (https://afd.dgmarket.com/), or at the address below during office hours from 9:00 am to 2:00 pm.
-Expressions of interest must be delivered to the address (2) below in person, or by e-mail on or before Monday, 06/01/2025 at 12:00 Local time.
- Advertising and publishing fees are payed by the successful bidder, to be paid upon signing the contract.
