Eligibility of Bidders:   All proposals must be accompanied by a Bid Guarantee Statement.
The services will be provided in the coffee-producing provinces and where INCA is represented.
The Mukafé Project will also examine the relevance of Expressions of Interest in the light of the following criteria:- Internal skills;- Reporting capacity (Preliminary, intermediate, progress and the final);- Experience in management and evaluation of institutional skills;- Ability to comply with the procedures and deadlines imposed.
In the case of a consortium, its representative and any member whose registered office is outside the client's country must meet each of these criteria.
An application that does not meet any of these requirements will be rejected.
The Project for the Improvement of the Performance and Growth of the Coffee Value Chain in Angola will draw up a shortlist of a maximum of six (6) Candidates, selected on the basis of the applications received, to which will send the o Request for Proposals for the execution of the required Services

The Ministry of Agriculture and Forestry of Angola-MINAGRIF (hereinafter referred to as "the Client") has received grant-type financing (hereinafter referred to as "the funds") from the French Development Agency ("AFD"), to finance the Project for the Improvement of the Performance and Growth of the Coffee Value Chain in Angola - Mukafé. The project plans to use a portion of the funds to hire consulting services to implement a Complete Assessment of INCA's Current Institutional Capacities.

Mukafé aims to improve the attractiveness of robusta coffee varieties in the three target provinces of intervention: a) Cuanza Sul, b) Cuanza Norte and c) Uíge. The project will contribute to increasing production volumes, improving quality, in the implementation of processes aimed at valuing the origins of Angolan coffee, the connection of agents in the sector and the promotion of specific coffee varieties from the three target provinces. This objective includes an inclusive and gender-responsive approach, as well as sustainable and resilient family farming. The project will strengthen dialogue and collaboration between public institutions in the coffee sector, such as the National Institute (INCA), the National Institute for SME Support (INAPEM), the National Agency for the Promotion of Investments and Exports (AIPEX) and private actors in the value chain (producers, aggregators, trans
trainers and exporters).
The objective of this expression of interest is to hire a consultancy to implement a complete assessment of the current institutional capacities of the National Coffee Institute - INCA, as the governing body of the policy in the country, including its staff of specialists, technical capacity, supervision and licensing of the sector's activity along the coffee value chain in Angola and suggest a regulatory framework for improvements and at the same time Develop a regulatory framework for the coffee sector (Certification, compulsory classification and labour legislation).
The main mission of this Consultancy aims not only to evaluate the institutional profile of INCA, based on the assumption and purpose of its creation. At the same time, it will evaluate the current mechanisms and particularities of its action, in the light of the the level of development of coffee activity in the country. The perspective of this evaluation is a methodical, systematic, transparent consultancy and should be limited to historical-political, economic and social security of INCA, aiming, among others:
-To determine the current profile of INCA and the trends of its improvement in the coffee sector policy;• Evaluate the regulatory and legislative framework in the light of national and international coffee policy;
• Evaluate the current capacities of production monitoring, technical assistance to producers and coffee research;
• Outline goals for improving productivity and increasing coffee production as a reflection of its contribution to the national GDP;
Determine and project the need for human and material resources that contribute to the achievement of the proposed goals. Thus, this action will be justified by means of a report containing the main findings
and proposals resulting from the evaluation, as well as developing a regulatory framework for the coffee sector with three main modalities:
. The mandatory technological classification of production systems, producers, and mechanisms that interact in coffee activity along the value chain, aiming to regulate coffee activity in
the whole country;
. The product certification, compatible with the international system of certification of coffee as a "commodity", for the valorization of coffee produced in Angola;
. The creation of a regulatory framework that allows the classification and/or definition of coffee as a strategic agricultural crop in the country, whose labour legislation should contribute to the insertion of more stakeholders in the coffee activity.
The Mukafé Project now invites eligible companies to express their interest in providing the services. Companies must provide information demonstrating that they have the necessary qualifications and experience necessary for the provision of services, which include, in addition to the legislative matrix, technical aspects dedicated to coffee production and technology. The selection criteria are as follows:
a) Evaluation of the methodology and timetable proposed by the Terms of Reference;
b) Qualifications and skills of key service personnel;
c) Legal-Technical and Agronomic Competence;
d) Legal Documentation.
This call for expressions of interest is addressed to: - Consulting company(ies) and/or Consortium;- Non-Governmental Organizations;- Specialized Study Offices
The eligibility criteria for AFD's financing are specified in the "Guidelines for the Passage of Markets financed by AFD in foreign countries", available online on AFD's website: https://www.afd.fr/en/ressources/procurement-guidelines-afd-financed-contracts-foreign-countries;
Applicant companies may join with others to strengthen their qualifications, but must clearly indicate whether the association is in the form of a consortium and/or a sub-consultancy. In the case of a consortium, all The partners will be jointly and severally liable for the entire contract, if selected. If the tenderer is a consortium, the expression of interest must include:- a copy of the grouping agreement concluded by all its members, and- a letter of intent to set up a consortium signed by all its members and accompanied by a copy of the proposed consortium agreement.
In the absence of this document, the other members will be considered as subcontractors.
The references and qualifications of the subcontractors are not taken into account in the evaluation of applications.
Interested candidates must provide information demonstrating that they have the necessary qualifications and experience to carry out these services. In this regard, they must provide evidence that they have references of recent and similar services.
All proposals must be accompanied by a Bid Guarantee Statement.
