Assignment Title: Consulting services for an implementing partner
to support in the implementation of Settlement Level
Community Development Plans (CDPs) in Six (6no.)
selected informal settlements in Kisumu County.

1. The Government of Kenya has received financing from the
European Union (EU) through Agence Française de Développement
("AFD"), and intends to use part of the funds thereof for payments
under the following project: Consulting Services for an Implementing
Partner to Support Implementation of Settlement Level Community
Development Plans (CDPs) in Six (6 No.) Selected Informal
Settlements in Kisumu County
2. The Services of the Consultant shall consist of:
a. Facilitate setting up of the governance structure which includes the
steering, technical and advisory committees;
b. The selection of priority community project per settlement, co-
identified with the community and validated by the CDP steering
committee chaired by the County Project Coordination Team of
KISIP2.
c. The co-design of community projects with the community,
validated by the CDP steering committee.
d. The co-construction of facilities (public space and social
infrastructure), using Labour Intensive methods; and
e. The support to the community for operating and maintaining the
new facilities in partnership with the County government.
The project consists of developing at least one large community facility in at least 3 settlements, and one sub-project per settlement (associated public space/urban streets, urban furniture). The funding dedicated to works shall represent at least 50% of the total program budget.
The typology of projects may include the development of greenfield project and the upgrading of existing social infrastructure. The menu of potential investment includes Public Spaces, Social Facilities and Solid Waste Management Solutions, with the exception of Health Centre, Community Market, and Early Child Development (ECD) centers.
3. The Ministry of Lands, Public Works, Housing and Urban
Development, State Department for Housing and Urban
Development (the Client) through the National Project Coordinator
KISIP2, hereby invites Interested Applicants to show their interest
in delivering the Services described above. Interested Consultants
should provide information demonstrating that they have the
required qualifications and relevant experience to perform the
Services.
4. The applicant may be a single entity (Civil Society Organization) or
a consortium of a maximum of three firms. The lead consortium
member must be a civil society organization. The lead consortium
can only be awarded one (1) of the three similar contracts
launched for the KISIP 2 CDP implementation in different Counties
as shown below:
1) Consulting Services for an Implementing Partner to Implement

2) Consulting services for an implementing partner to support in the
implementation of Settlement Level Community Development
Plans (CDPs) in Six (6no.) selected informal settlements in Kisumu
County. Reference No: MLPWHUD/SDHUD/AFD/KISIP2/02.
3) Consulting services for an implementing partner to support in the
implementation of Settlement Level Community Development
Plans (CDPs) in Five (5no.) selected informal settlements in
Kakamega County. Reference No.
MLPWHUD/SDHUD/AFD/KISIP2/03.
Interested Foreign Firms should partner with local firms.
Key Experts will not be evaluated at the shortlisting stage.
5. This Request for Expressions of Interest is open to:

6. Eligibility criteria to AFD financing are specified in sub-clause 1.3
of the "Procurement Guidelines for AFD Financed Contracts in
Foreign Countries", available online on AFD’s website:
http://www.afd.fr.
The assignment is expected to take Twenty-Four (24) Calendar
months.
7. The Terms of Reference (TOR) and project implementation
guidelines to be followed for the assignment can be found at the

8. The applicant must submit with their application a signed and
unaltered copy of the statement of Integrity, Eligibility and
Environmental and social Responsibility given in the appendix to
the TOR to be downloaded from the website:
www.housingandurban.go.ke/tender.
9. The Applicant shall submit only one application per Lot, either in
its own name or as a member of a Joint Venture (JV). If an
Applicant (including any JV member) submits or participates in
more than one application per Lot, those applications shall be all
rejected. However, the same Subconsultant may participate in
several applications. If the Applicant is a JV, the expression of
interest shall include:
A copy of the JV Agreement entered into by all members,
or
A letter of intent to execute a JV Agreement, signed by all
members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be
considered as Subconsultants. Experiences and qualifications of
Subconsultants are not taken into account in the evaluation of the
applications.
10. Interested Applicants must provide information evidencing that
they are qualified and experienced to perform those Services. For
that purpose, documented evidence of recent and similar services
shall be submitted.
Determination of the similarity of the experiences will be based on:
i. The Contracts Size: The firm or consortium must demonstrate that
they have an accumulative annual turnover of Kshs
47,650,000.00 for the last 3 years.
ii. The Nature of the Services: The firm or consortium members shall
demonstrate as having successfully executed and completed at
least two (2) projects of similar nature both in scope and
complexity in similar operating environment in the last ten (10)
years with one being in the last 5 years. This shall include
evidence to implement a multi-stakeholder program (with
residents and public institutions) that includes investment and
technical assistance, preferably in informal settlement upgrading.
iii. The Technical Area and Expertise: The firm or consortium
members shall demonstrate capacity to undertake community
engagement, co-design of public spaces/community
infrastructures, supervision of works including labor intensive
methods, the support of community-based organization to operate
services, the management of partnership-based project involving
public authorities and communities.
iv. The experience in the region: The firm or consortium members
must demonstrate that they have similar working experience in
East Africa, preferably in Kenya.
The Client will also take into account for the evaluation of the
applications the following items:
1. Skills and availability of in-house technical back-up experts
provided to the on-site experts;
2. Local representatives/partners in the county of Kisumu;
11. Among the submitted applications, Ministry of Lands, Public
Works, Housing and Urban Development, State Department for
Housing and Urban Development (the Client) will shortlist a
maximum of six (6) Applicants, to whom the Request for Proposals
to carry out the Services shall be sent.
12. The Expressions of Interest must be delivered in a written form to
the address below either in person, by mail or by e-mail by 11th
February 2025 at 1100 Hours EAT. Interested Applicants may

13. There shall be a Virtual Pre-Proposal Conference for interested
firms on 30th January 2025 starting at 1100 Hours EAT. For those
