PROJECT TO IMPROVE THE PERFORMANCE AND GROWTH OF THE COFFEE VALUE CHAIN IN ANGOLA
AGREEMENT NO. CAO-1041 01 D
REQUEST FOR EXPRESSION OF INTEREST - CONSULTING SERVICES
- Country : Angola
- Project Name : Project to Improve the Performance and Growth of the Coffee Value Chain in Angola.
- Contract Title : Contracting of consultancy services to support Producers and the Coffee Value Chain
The Angolan Ministry of Agriculture and Forestry-MINAGRIF (hereinafter referred to as "the Client") has received grant financing (hereinafter referred to as "the Funds") from the French Development Agency ("AFD"), to finance the Project to Improve the Performance and Growth of the Coffee Value Chain in Angola- Mukafé. The project envisages using part of the funds to contract consultancy services to implement a Complete Assessment of INCA’s Current Institutional Capacities.
Mukafé aims to improve the attractiveness of robusta coffee varieties in the three target provinces of intervention: a) Cuanza Sul, b) Cuanza Norte and c) Uíge. The project will contribute to increasing production volumes, improving quality, implementing processes aimed at enhancing the origins of Angolan coffee, connecting industry players and promoting coffee varieties specific to the three target provinces. This objective includes an inclusive and gender-sensitive approach, as well as sustainable and resilient family farming. The project will strengthen dialogue and collaboration between public institutions in the coffee sector, such as the National Coffee Institute (INCA), the National Institute for SME Support (INAPEM), the National Agency for the Promotion of Investments and Exports (AIPEX) and private actors in the value chain (producers, aggregators, processors and exporters).
The search for integration and valorization of the coffee value chain in the provinces of Cuanza Sul, Cuanza Norte and Uíge is an imperative that is revealed not only as an economic necessity, but also as a factor of social development. The objective of this demonstration is to hire a specialized consultancy that plays a fundamental role in supporting producers and the coffee value chain.
The services to be performed:
The objective of this event is to hire a specialized consultancy that plays a fundamental role in carrying out three key activities:
A) Carry out a mapping of independent professional support services for the coffee value chain existing in the provinces of Cuanza Sul, Cuanza Norte and Uíge, the services they provide and their business models; This mapping should include identifying existing entities, the services they offer and the business models they use, thus providing a clear view of the opportunities and gaps in supporting the sector. Understanding these dynamics is essential to promote innovation and sustainability in coffee production and marketing.
B) Organize dialogue between stakeholders in the value chain and design models for lasting and equitable contracts between producers, traders and exporters based on the following elements: market prices, quality and equitable sharing of values; This dialogue should be structured around the design of fair and lasting contracts, which take into account relevant aspects such as market prices, product quality and an equitable sharing of the values generated.
C) Evaluate local processing facilities and facilitate the design of business plans: Finally, the assessment of local processing facilities is a critical step in strengthening the production chain. The consultancy should not only analyze these infrastructures, but also facilitate the development of business plans aimed at modernizing coffee processing companies in the six municipalities in question. This initiative is essential to ensure that local production is competitive in the market, thus guaranteeing better living conditions for farmers and the entire community involved.
Services will be provided in coffee-producing provinces where INCA is represented.
