The Angolan Ministry of Agriculture and Forestry-MINAGRIF (hereinafter referred to as "the Client") has received grant financing (hereinafter referred to as "the Funds") from the Agence Française de Développement ("AFD") and the European Union ("EU"), to finance the Project to Improve the Performance and Growth of the Coffee Value Chain in Angola- Mukafé. The project envisages using part of the funds to contract consultancy services to characterize the specificities of coffee and develop production models.
Mukafé aims to improve the attractiveness of robusta coffee varieties in the three target provinces of intervention, namely Cuanza Sul, Cuanza Norte and Uíge. The project will contribute to increasing production volumes, improving quality, implementing processes aimed at valuing the origins of Angolan coffee, interconnecting sector stakeholders and promoting coffee varieties specific to the three target provinces. This objective integrates an inclusive and gender-sensitive approach, as well as sustainable and resilient family farming. The project will strengthen dialogue and collaboration between public institutions in the coffee sector, such as the National Coffee Institute (INCA), the National Institute for Support to SMEs (INAPEM), the National Agency for the Promotion of Investments and Exports (AIPEX) and private stakeholders in the value chain (producers, aggregators, processors and exporters).
The quest for integration and valorization of the coffee value chain in the provinces of Cuanza Sul, Cuanza Norte and Uíge is an imperative that is revealed not only as an economic necessity, but also as a factor of social development. The objective of this demonstration is to hire a specialized consultancy that plays a fundamental role in characterizing the specificities of Angolan robusta coffee and developing production models.
The services to be performed:
The objective of this event is to hire a specialized consultancy that plays a fundamental role in carrying out three key activities:
A) Characterization of the territories of origin and the environmental and social value of Angolan coffee varieties - Amboim, Ambriz, Cazengo, Macocola: this activity aims to characterize the edaphoclimatic characteristics of the region of each variety, namely, temperature, precipitation, relative humidity, sunlight, relief and soils. As we know, the agroecological zoning of the centers of origin of Angolan robustas is a tool that allows identifying regions suitable for commercial coffee production, thus allowing to achieve high productivity, reduce production costs and produce coffee with desirable organoleptic characteristics. Regions with average annual temperatures between 22-26°C, regular and well-distributed rainfall between 1200-1600 mm per year, fertile, well-drained and deep soils are the most suitable for coffee activity. Based on digital cartography and geoprocessing systems, there is a need to define the agroclimatological suitability categories for Angolan robusta coffees.
B) Physicochemical, technological and organoleptic characterization of Robusta coffees produced in the Project implementation area: Regarding the physicochemical characteristics, we recommend determining the content of caffeine, chlorogenic acids, sugars, lipids, aqueous extract, ash, size and shape of the grain, among others. Currently, consumers are looking for specialty coffees, with desirable organoleptic characteristics, acidity and pleasant aroma, full-bodied and creamy beverage and chocolatey taste and aftertaste, therefore, we also recommend coffee tasting tests or cup tasting. For the physicochemical, technological and organoleptic characterization, we recommend that samples be collected in the Project intervention production areas and in the commune of Macocola, municipality of Milunga, province of Uíge in coconut coffee from the 2025/26 production in accordance with existing standards.
C) Design of several models of productive and sustainable small coffee plantations in the provinces of Cuanza Sul, Cuanza Norte and Uíge: The objective of this activity is to develop models that allow for profitable coffee production to be maintained, while respecting environmental limits, working to ensure that natural resources remain viable for future generations.
Services will be provided in coffee-producing provinces where INCA is represented.

This call for expressions of interest is addressed to: - Individual consulting company(ies) and/or consortium; - Non-Governmental Organizations; - Specialized Research Offices
The eligibility criteria for AFD financing are specified in the "Guidelines for the Transition of AFD-financed Contracts to Foreign Countries", available online on the AFD website:

Candidate companies may join forces with others to strengthen their qualifications, but must clearly indicate whether the association is in the form of a consortium and/or a sub-consultancy. In the case of a consortium, all partners will be jointly and severally liable for the entire contract if selected. If the candidate is a consortium, the expression of interest must include:
- A copy of the grouping agreement concluded by all its members, and
- A signed letter of intent to form a consortium;
- One of the companies must be registered in Angola;
- One of the companies must have been operating in the country for more than 5 years;
- One of the companies must have a staff of more than 10 employees.
In the absence of these documents, the other members will be considered as subcontractors.
The references and qualifications of subcontractors are not taken into account in the evaluation of applications.
Interested candidates must provide information demonstrating that they have the necessary qualifications and experience to perform these services. In this regard, they must provide evidence that they have references for recent and similar services.
An application that does not meet any of these requirements will be rejected.
Selection of candidates:
The Mukafe Project will examine the relevance of Expressions of Interest in light of the following criteria:
- Internal skills, qualifications and competencies of key personnel for the service: specialized agronomic experience in coffee with skills in quality and certification;
- References in similar certification projects, particularly in the coffee branch;
- 5-year proven references in agricultural field design;
- 5-year references on the coffee value chain;
- Experience working with mapping the coffee value chain, including public, private and farmer organizations;
- Knowledge of quality management and certification requirements;
- Knowledge in statistical process analysis;
- Previous experience working in field design, or related services with the State of Angola and/or international projects would be appreciated;
- Knowledge and mastery of the Portuguese language.
