1. The Ministry of Water and Irrigation has received financing from the International Bank for Reconstruction and Development (World Bank), hereinafter called the “Bank”, the Agence Française de Développement (AFD) and Global Concessional Financing Facility (GCFF) in the amount of US$300 million to be managed by the Bank, toward the cost of the Jordan Water Sector Efficiency Project, and it intends to apply part of the proceeds toward payments under the contract for the Supply and installation of medium-scale PV systems for 27 facilities.

The information obtained through the Early Market Engagement is expected to inform the Request for Bid document to better address the market requirements.
3. Briefly, the assignment includes Design, Installation and commissioning of the PV Systems (including all necessary Rehabilitation, Relocation of Solar Heaters, Relocation of Water Tanks, Civil, Mechanical and Electrical Works) at the specified locations, including training on system use, functioning modes etc. The Goods for systems in question are expected as a minimum to be Photovoltaic Modules, Mounting Structures, Multi Grid Inverters, associated cables and panels, as well as monitoring systems & station.
4. As per current arrangements, the Bidding will be conducted through International competitive procurement using a Request for Bids (Two envelop bidding process) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” published in November 2020, updated February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
5. The purpose of Early Market Engagement
The interested participants will be provided with the context and overview of the activity in question, and are expected to provide their feedback on the following topics:
- Any specific documents that could be shared with potential bidders to facilitate their participation.
- Any minimum specifications needed by the bidders to prepare solid bids.
- Foreseen Risks, including risks withi supply chain, and proposed risk allocation.
- Any important factors that can affect the prices.
- Market Trends and regional differences (if any).
- Any current or potentially innovative developments or new technologies that the vendors believe are of importance to be considered for such procurement.
- Availability of alternative goods / products.
- Any environmental/green aspects that need to be considered.
- Etc.
