REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION)

The Ministry of Water and Irrigation has received financing from the International Bank for Reconstruction and Development (World Bank), the Agence Française de Développement (AFD) and Global Concessional Financing Facility (GCFF) in the amount of US$300,000,000 to be managed by the World Bank, toward the cost of the Jordan Water Sector Efficiency Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The consulting services (DROUGHT RISK AND RESILIENCE ASSESSMENT FOR JORDAN WATER SECTOR") aims to conduct a detailed subnational evaluation of drought risk and resilience, mapping drought vulnerability at the district level and assessing the drought response across various sectors. This comprehensive assignment goes beyond identifying vulnerabilities and quantifying risks, assessing the economic impact of droughts, reviewing current drought response, developing a program of measures to enhance drought resilience and estimating their benefits. In addition, to adopting a multi-sectoral approach, the DRRA will integrate agriculture, livestock, energy, transport, environment, and water sectors to ensure effective drought risk management. The assessment aims to select tailored vulnerability indicators that reflect district-specific conditions, incorporate high-resolution datasets, and prioritize stakeholder-driven customization. By engaging local authorities and stakeholders, the DRRA seeks to align its outputs with practical user needs.

The Water Authority of Jordan now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant Brochures may also be included in the EOI.





The shortlisting criteria are:

l. Firm's brochure/information and web page, to describe, as a minimum, the structure and ownership of the firm, fields of activities, human resources, summary of projects, etc.
2. Information about Similar assignments, the consultants shall consider submitting only relevant projects (up to maximum 5 projects)

It is preferable to limit the Eol to a maximum of 30 pages.
The shortlist will contain 5 to 8 firms.
The Applicant’s attention is drawn to the following:

Interested Local consulting engineering firms should as a minimum be classified as First Grade (1) in the field of Water and Wastewater or First Grade (1) in the field of Environment as per the Government Tender Directorate (GTD) classification system.

The attention of interested Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and
3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" November 2020 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the "World Bank Procurement Regulations for IPF Borrowers", dated November 2020" and to be specifically set out in the Request for Proposals.
