The Development and Operationalization of The Ethio-Djibouti Corridor Transport Observatory (CTO)

The Government of Djibouti, through the Ministry of Commerce and with the support of TradeMark Africa (TMA), an organization funded by the French Development Agency (AFD), hereby issues this Call for Expressions of Interest (EOI) to prequalify qualified firms or consortiums to participate in the forthcoming Request for Proposals (RFP) for the consultancy services related to the development and operationalization of the Ethio-Djibouti Corridor Transport Observatory (CTO).

All requests for clarification, clearly indicating the title and reference number of this Call for Expressions of Interest, must be sent by email to:

Please note that only submissions from firms or consortiums will be accepted.
The submission deadline is 10 November 2025 at 11:00 a.m. (Djibouti time).

Interested and eligible firms or consortiums are invited to submit their applications in accordance with the instructions provided in the EOI document.

Please also note that TMA will not respond to any questions regarding this EOI within the seven (7) days preceding the submission deadline.
